Shaila has devoted her career to international development, from community-based initiatives to large-scale public investment programmes. Throughout, she has focused on the economic empowerment of women and the disadvantaged.

One of her notable achievements was transforming the design of a US$250 million rural infrastructure programme by creating job opportunities for around half a million destitute women construction workers. She and her colleagues convinced the Asian Development Bank and the Government of Bangladesh to pay these women at equal rates to men.

Phillip's career spans the tiger economies of East Asia in the late 1980s and 1990s to recent work in Central Asia and the Middle East. He has developed expertise ranging from training fundamentals to managing complex multi-million dollar programmes in human and institutional capacity development.

As an advisor and manager of large publicly funded training programmes, he has witnessed both the potential and pitfalls of workforce development. Goals can be compromised when the private sector is not sufficiently engaged or when labour market complexities are not fully understood.

"By launching Quay Asia I want to offer an approach to workforce development grounded in the sustainable provision of quality skills training at an affordable price."

Head of Governance Programmes

Mr Alam is a former Government official who retired at the senior rank of Secretary, with an outstanding career in public financial management, public administration, and project management.

His specific experience includes reviewing Parliamentary Rules of Procedure, building capacity of the National Parliament Budget Analysis and Monitoring Unit, supervising installation of the Public Accounts Committee MIS, and supporting the Information Commission in implementing the Public Interest Related Information Disclosure Act 2010.

Mr Fasihur Rahman

Mr Fasihur Rahman

Head of Private Sector Programmes

Mr Rahman specialises in management consultancy and human resource development. He led the Bangladesh Garments Manufacturers and Exporters Association (BGMEA) for eleven years as Secretary General.

During his tenure, he focused on economic empowerment of poor people, workforce development, and incorporation of decent work principles in the Ready-Made Garment Industry. He remains well respected among business leaders, trade union members, and development partners for his efforts to promote decent work and workers' empowerment.

Abdur Rouf Miah

Abdur Rouf Miah

Team Leader

Abdur Rouf Miah worked for 34 years as a government official in roles related to the development and regulation of public energy production and distribution. Notably, he spent 25 years in the Ministry of Power, Energy and Mineral Resources within the Power Cell.

Rouf is highly respected by his peers in government, his supervisees, seniors, and stakeholders in the energy sector, including utility operators, power generation and distribution stakeholders, and donor representatives of energy projects. He has a consistent record of building effective working relationships with energy sector stakeholders to create consensus around energy policy and commitment to implement programmes and projects. He is flexible is using his authority as a senior government official and his influencing skills to bring private sector stakeholders to engage in constructive policy development and effective provision of national energy plans. As a highly competent electrical engineer, Rouf brings an in-depth understanding of the complexities of power sector engineering, financing and economics. He has expertise in financial modelling for power sector project and utilities. He has contributed too publications on national electricity and irrigation and a study of system losses in the power sector. Rouf played a key role in the establishment of SREDA. Rouf drafted the Sustainable and Renewable Energy Development Authority (SREDA) Act and the Rules for Energy Efficiency and Conservation under SREDA Act. He also prepared the Renewable Energy Policy and drafted the Articles & Memorandum of Association for SREDA.Through his senior experience in the Bangladesh Rural Electrification Board, Rouf has worked with stakeholders in the solar powered irrigation industry to define current issues with business models, technical configurations, and consumer behaviour. Rouf had both a strategic and practical understanding of the dilemmas facing solar powered irrigation and the ability to articulate solutions particularly regarding the trade-offs for farmers using grid energy compared to solar energy.

Md Akhtar Hossain is a seasoned Procurement and Logistics professional with over 20 years of experience supporting leading INGOs including OXFAM, DRC, HI, ACF, and USAID-funded public health projects implemented by JSI and MSH. He has contributed to emergency response and development programmes across Bangladesh, South Sudan, and Syria, delivering results in complex and high-risk environments.

Akhtar brings strong expertise in strategic procurement, supply chain optimisation, and end-to-end logistics management. Known for his leadership, stakeholder coordination, and donor compliance, he ensures timely and accountable delivery while promoting sustainable and green logistics practices.

Syeda Mahera Nazneen is a highly experienced financial professional with over a decade of experience in financial planning, analysis, and budgeting. She has a proven track record in managing financial resources, developing financial strategies, and ensuring compliance with financial regulations. Her work has significantly contributed to financial transparency and efficiency in the organizations she has worked with.

Mahera is well regarded for her ability to implement strong financial control mechanisms, train personnel on financial processes, and provide insightful financial guidance to management. She has collaborated extensively with stakeholders across various sectors, including international agencies, corporate services, and government representatives.

Bahauddin Chishte (Baha) is a technical specialist with expertise spanning web development, IT infrastructure, and business development. He brings a modern approach to development challenges by leveraging emerging technologies to create innovative solutions.

With proficiency in artificial intelligence and rapid prototyping methodologies, Baha excels at translating complex technical requirements into practical digital solutions.
